Prime Minister Narendra Modi Live Updates from Srinagar: The Holistic Agriculture Development Program (HADP) will be launched by Prime Minister Narendra Modi in Srinagar today.

• It is a comprehensive initiative covering all aspects of agriculture in Jammu and Kashmir including horticulture, agriculture and animal husbandry.

• The scheme aims to provide skill development opportunities to approximately 2.5 lakh farmers through a dedicated Daksh Kisan portal. Also included is the establishment of around 2,000 Kisan Khidmat Ghars and implementation of a strong value chain to support the welfare of the farming community.

• Ultimately, the scheme is expected to create employment opportunities and benefit numerous marginalized families in Jammu and Kashmir.

• Article 370 of the Indian Constitution confers special status to Jammu and Kashmir, allowing the state to retain its own constitution, flag and a high degree of autonomy in most matters except defence, foreign affairs and communications.

• In the Presidential Order 2019, the Parliament redefined the term “Jammu and Kashmir Constituent Assembly” to mean “Jammu and Kashmir Legislative Assembly”. It subsequently used the powers of the Legislative Assembly to abrogate Article 370 during the presidential administration.

• The Jammu and Kashmir Reorganization Bill, 2019 was approved by the Parliament on August 5, 2019. The legislation divided the state of Jammu and Kashmir into two separate Union Territories: Jammu and Kashmir and Ladakh.
